A specific question drove my choice of specialisation: why do municipal governments in Oaxaca consistently underspend capital budgets even when federal transfers arrive on schedule? The specialisation's training in public expenditure analysis and fiscal accountability metrics will let me construct a credible dependent variable — execution rates adjusted for transfer timing — and test it against reform adoption dates using publicly available SHCP data. This is a tractable, data-available question that the track's methodological emphasis on quantitative fiscal analysis makes answerable in a single academic year.
Beyond the MSc, the research question points toward doctoral work on fiscal federalism in emerging economies, specifically the conditions under which sub-national governments can translate formal budget authority into actual service delivery. The Public Finance and Governance specialisation is the necessary prior step: it will replace the conceptual gaps my accounting background left with a rigorous analytical vocabulary, and it will position a future research proposal within an established literature rather than at its edges.
