When Directorate General of Civil Aviation Indonesia circulated a draft regulation on slot-allocation procedures at Soekarno-Hatta in 2023, I was asked to produce a technical memo assessing whether the proposed holding-pattern adjustments were operationally viable. Writing that memo exposed a gap I could not close through engineering training alone: the regulation had been drafted without a systematic framework for evaluating how airspace constraints interact with ground-side congestion at the terminal. That gap — between technical optimisation and the policy instruments that govern infrastructure use — is precisely what the Transport and Infrastructure Policy specialisation addresses, and it is why no other track within the programme fits my research question. Two modules sit at the core of my plan. Infrastructure Governance and Regulation will give me the analytical vocabulary to interrogate how regulatory bodies in Indonesia translate technical standards into enforceable rules, something my air-traffic analysis work showed is far from automatic. I intend to use the comparative case material in that module to benchmark Indonesia's Civil Aviation Safety Regulation framework against EUROCONTROL practice. Transport Demand and Network Modelling offers a distinct second function: it will let me formalise the quantitative methods I applied informally during an urban infrastructure project at Institut Teknologi Bandung, where I modelled passenger-flow bottlenecks at a regional transit interchange. Together, the modules move me from practitioner intuition to defensible, peer-reviewed method. For my dissertation I plan to examine whether Indonesia's current slot-coordination framework at Soekarno-Hatta systematically underweights surface-access capacity when allocating peak-hour slots, using a mixed-methods design that combines DGCA administrative data with semi-structured interviews with airline operations managers. The specialisation's training in regulatory analysis and network modelling is not incidental to this question — it is constitutive of it. Without the governance lens, the study collapses into an engineering optimisation exercise; without the demand-modelling toolkit, the policy argument lacks empirical grounding. Longer term, I want to contribute to the academic literature on regulatory design for rapidly expanding aviation systems in Southeast Asia, a region where infrastructure investment consistently outpaces the institutional capacity to govern it. The specialisation's emphasis on policy evaluation rather than project delivery is what makes UCL the right environment for that ambition: I am not seeking a technical upgrade but a rigorous conceptual framework that will let me ask better questions about why well-engineered infrastructure so often underperforms its design intent.
