UCL MSc Technology Governance Supplemental Essay Example: Boundary Case (Score 93)

My undergraduate research at the Universidad Autónoma Benito Juárez de Oaxaca produced a question I could not resolve within philosophy alone: when Mexico's Federal Telecommunications Institute issues algorithmic transparency guidelines, which analytical framework should determine whether a platform's data practices are genuinely compliant rather than merely formally so? Answering that question requires both normative ethics and technical governance tools simultaneously. The Technology Governance programme's Digital Rights and Data Governance specialisation is the only track I have found that treats those two registers as co-equal rather than treating one as a footnote to the other, which is precisely why I have chosen it. Two modules anchor my decision. Governing Data and Artificial Intelligence will let me test the compliance-gap argument I began developing in a policy memo examining how Oaxacan community radio stations were affected by opaque content-moderation decisions — a memo that revealed how quickly abstract data-ethics principles dissolve when enforcement mechanisms are absent. Separately, Digital Rights in Practice offers something the memo could not: structured exposure to litigation strategy and advocacy design, which I need to move from diagnosis to actionable recommendation. The two modules perform distinct intellectual jobs — one builds the regulatory theory, the other stress-tests it against real institutional constraints — and together they address the methodological gap in my current work. For my dissertation I intend to examine whether Mexico's 2021 amendments to the Federal Law on Protection of Personal Data Held by Private Parties create enforceable individual remedies for automated decision-making harms, or whether the amendments remain aspirational without secondary regulation. My data-ethics analysis project, which mapped consent-architecture patterns across three Mexican fintech platforms, will supply the empirical baseline; the specialisation's governance frameworks will provide the comparative lens, drawing on GDPR enforcement precedent to identify where Mexico's regulatory design diverges and why that divergence matters for affected communities in lower-income states. The dissertation is therefore a direct extension of specialisation training rather than a parallel exercise. Longer term, I want to contribute to the academic literature on regulatory translation — specifically, how governance models designed in high-capacity institutional environments travel to contexts where enforcement infrastructure is thinner. Mexico offers a productive test case because it has ambitious data-protection legislation alongside documented implementation gaps, and that tension has received less scholarly attention than comparable Latin American jurisdictions. The specialisation's combination of doctrinal and empirical methods is the training I need to pursue that research agenda at doctoral level with credibility.
